Foreign Office to China Association.

Foreign Ofee, June 17, 1911. SECRETARY Sir E. Grey has had under his consideration your letter of the 8th instant giving the results of the investigations instituted by the China Association into the alleged discrimination in favour of Japanese trade in Manchuria, and I am to state that your information corresponds generally with that received from His Majesty's consular officers at Mukden and Dairen, to the effect that the charges advanced cannot be substantiated.

As regards the suggestion contained in the final paragraph of your letter, that the Kiaochow Customs Agreement should be adopted at Dalny, Sir Edward Grey regrets that he is unable to express any views on the point at present.
